This man has no business working on an honest police force.
Not that I believe there is much honesty at high levels in IMPD to begin with.
Bieberich should be fired without pension or severance.

The comment you left at Og’s place “If wishes were horses, the Devil would be driving them” reminded me of Norman Mailer’s The more a man can achieve, the more he may be certain that the devil will inhabit a part of his creation.
Thus, as I’m constantly learning, the problem is neither creations nor wishes, because thinking of or doing nothing out of fear of the consequences is surely sinful too, but how we address the consequences.
God’s first command to Adam “Be fruitful and multiply and replenish the earth” was for all time. That is one heckuva test.
