why I can pay withholding taxes to the Indiana Department of Revenue online without an extra “convenience fee”, but when paying unemployment taxes, again, online, to the Indiana Department of Workforce Development, I have to pay a $3 “convenience fee”?
Actually, I think I know why…DoWD uses “Official Payments” to collect fees, and DoR doesn’t.
Stupid. All monies paid to the state ought to go through a single portal. And not one that forces you to pay a “convenience fee” when the department is trying to force everybody to pay online.

Technically, they do go through a single portal, just one that can’t be mentioned in polite society.

You are talking about the State government. The only think consistently less efficient than State government is the Federal Government. (In some places local government can be even less efficient than State government, but I’m pretty sure that’s not the case where I live.)
