In Virginia Beach, a few thousand souls ignored decided to stick it out. Virginia Beach police suggested they write their names in permanent marker on their forearms so they can be identified if they are injured or killed.
In other words, “If you’re too stupid to evacuate, at least help us identify your bloated corpse when it bobs up after the fact.”
