Because, it could be worse.
Admittedly this is the patch panel for the entire office and the computer room in 2006, after seven years of cruft and accumulation -- patch panels, followed by switches, followed by routers. (I think there are three routers at the bottom of that rack and only one of them is actually hooked up and doing anything.)
Of course, it's now 2014 and eight more years of cruft and accumulation have just made it worse. Thankfully we're getting ready to move (and a lot of the stuff that was hooked up to this rack is now in a different secure undisclosed location -- where quite a lot of it has been virtualized onto a 3-machine Windows Server cluster).
