What they meant was, money going out, not in.

... But boosters point out that the CIB's hit is just a drop in the bucket compared with an estimated economic impact in the hundreds of millions for Central Indiana.

Now I see Metro bus is giving free rides for the Superbowl. Losing money, but giving away the product. Governmental Genius at its best.
