Fine. Make wearing medals you aren't entitled to a military crime under the UCMJ (for all I know it already is, and if so, extend it to civilians), and court-martial the fucks, with a nice long hard-labor sentence in Leavenworth. You wanna pretend to be a military hero? You can have a nice military trial with a nice military incarceration to follow.
Either that, or trademark and copyright the medals, issue a blanket license to wear them to any legitimate wearer past present and future, and prosecute wannabees for copyright and trademark violation if they don't stop after being issued a takedown notice under the Decorations (Military) Copyright Act.* (Legitimate reenactors could apply for special licenses for their LARPing pleasure.)
As long as the courts can sort out legitimate wearers and reenactors (who would likely have a reason to wear authentic medals that they had not earned) from poseurs (who don't), I just don't see this as a free speech issue. But I'm not on the 9th Circus, either.
