Whenever a major portion of the national network of highways is to be closed, federal officials must approve. On July 2, Federal Highway issued the proposed action and waited for a month for the public to make comments. But none were received.
Probably because NOBODY KNEW ABOUT IT. The request for comments was probably printed in tiny type in the Public Notices section of the paper.
Morons. If they absolutely had to do this, why not on a Sunday instead?

As a fan of The Hitchhiker's Guide to The Galaxy, I'm guessing the public notice was put right next to the notice that Arthur Dent's home was to be demolished to make way for a highway.
