Actually, it was. Decades begin with the 00 year not the 01 year. Hence 2000 to 2009 followed by 2010 to 2019. This all go started by the pesky year from 00 A.D. to 01 A.D., it threw everything out of logical order.
Actually, you're wrong, because indeed, there was no year 0 AD. Ten years from 1/1/1 would be 1/1/11.
You can argue all you want that xx00 to xx09 is a decade, and sure, it is ten years, but the correct calendar decade in our current calendrical system is xx01 to xx00.
The only person who ever really got this right was H. Beam Piper, who provided his Atomic Era dating system with a Year Zero.
