It depends on the meaning

of the phrase “members at large”. Andrew Stuttaford at the Corner points to an article in the Independent that claims there are 17,000 members of al-Qaeda still at large.
In Indiana there are nearly 80,000 Freemasons at large. About 10% of them are actually active, the others are card-carrying members who rarely visit a Lodge.
So how many of those 17,000 al-Qaeda members are really a threat? I’m guessing less than 10% of them, or I’m thinking we would have heard from them by now.
