Lugar voted for the unconstitutional DC voting rights bill

Just confirming once again that he needs to be retired. Can’t the state Pubbies come up with a reasonable candidate to replace him?
Here’s the vote.
Here’s my question: If the citizens of DC need to be represented so badly, why can’t the Federal Government simply cede the non-Federal parts of the District back to Maryland, and then let Maryland represent them?
Yeah, I know, that’s no prize for Maryland, and it probably means another Dumb rep for Maryland, but look how well the Virginia side of the District has done since the Feds ceded it back to Virginia…and doing it my way means there’s no question of DC ever getting its own Senator.
UPDATE: Heritage Foundation musings on the subject of what to do about DC. Note that retrocession to Maryland is one of the options they include. On the other hand, I like the “end federal taxation” bit quite a lot…if Congress did that AND repealed the unconstitutional DC gun ban, I’d consider moving back there myself.
