N.Korea Said Not Planing More Nuke Tests

Possibly a combination of both.
However, there's one small thing about this story that I find disingenuous, or at least somewhat incomplete:
Chinese officials also expressed hope that the North would return to arms talks that it has boycotted since last year in anger over U.S. financial restrictions.
You mean, the U.S. financial restrictions that make it much more difficult for him to pass off counterfeit American money? My heart bleeds.
