Because he can't do what he did in Spain. He's been nearly 100% stymied by the security arrangements in this country. I won't say 100% because there are still three days to go, but...
In other words -- he's fucked, he's on his last legs, he is almost an ex-parrot, and he knows it. And he's as desperate as the Dumbs to get rid of GWB.

When you're reduced to making basically empty threats, you've basically demonstrated that you are the geopolitical equivalent of a limp dick with no Viagra in sight.
